They've both got
lines that go down
and loopy bits on the side.

OK the loopy bit on the side of the 9
is more roundy
and the loopy bit on the side of the 4
is more triangley
but they both still look pretty loopy to me.
All of which means
that when I see a 9
I often wonder if it's a 4
and when I see a 4
I often wonder if it's a 9.
